In Europe, with our different history, we call that a labour camp. The biggest user of them was Germany (1933-45). IMO the German authorities didn't spend enough on the amenities you mention,

How many bedrooms? How many of those are en suite? What tourist amenities are in the area? It has a beautiful 10-acre garden including woods and a lake with ducks and geese.

ETA: It's economics, so of course I don't give a monkey's toss. Because otherwise there will be no world for them to be important in.
