Does NBC have a license? I thought individual stations (radio and tv) have licenses.

No, the FCC only licenses individual stations, but many of the stations are NBC owned so assuming the FCC revoked all those licenses, then it would more or less be equivalent.

Of course, first the whole court system would have to be dismantled because it would never survive a court challenge.

In short it's just the ravings of a lunatic.
